Solana's memecoin launchpads built the most electric market in crypto. A small crew of serial ruggers decided that makes it their personal ATM. SHOOTER is the part where they stop getting away with it.

In one breath: SHOOTER is a website and a set of on-chain rules that let a crowd of people get paid to expose repeat scammers on Solana — and a fair, public process that decides who is actually guilty. Every trust-score scanner on the market grades the token and forgets the rugger the instant they deploy a fresh contract. SHOOTER grades the human — the wallet cluster — so the trail never resets.

To be clear about whose side we're on: pump.fun built the arena — we just hunt the cheaters in it. Every parasite removed makes the launchpad safer, the degens braver, and the party bigger. SHOOTER is the ecosystem's immune system, not its enemy.

Four things make their job easy and everyone else's miserable:

A fresh contract is a clean slate — to everyone but the chain.

An operator can rug a token and relaunch a new one in under a minute. Every "trust score" tool starts that new token at zero history, so the same person passes the same check, over and over.

Scanners have the memory of a goldfish.

They grade the token — mint authority, holders, liquidity. All useful, all reset the moment the rugger deploys again. Nobody keeps a running file on the operator.

A scammer can mint infinite tokens, but they can't mint infinite behavior. Every launch leaves a fingerprint — the wallet that funded it, the bots that bought first, the bundle pattern, the way liquidity gets pulled, the addresses the proceeds flow to. Serial operators reuse these, because that's what makes them efficient — and that's exactly what gives them away.

SHOOTER is a gamified bounty-hunting platform for Solana. Think of it as "crypto's most wanted," run by the crowd and settled by code — three layers stacked together: a free forensics lab, a public Most Wanted board, and an on-chain court that holds the money and runs the process. Six tools:

Paste any address; get an instant 0–100 forensic read — authorities, holder spread, coordinated launch buying, deployer history, liquidity, and the funding cluster behind the launch — with plain reasons, no vibes.

Most Wanted

The wall of shame. One rap sheet per human, not per token — linked wallets, launch history, estimated damage, and the on-chain evidence.

Take The Shot

Put your money where your accusation is. Stake a $SHOOTER bond to file a case. Right call → bond back. Bad-faith flag → bond slashed.

Bounties

Anyone can post a $SHOOTER bounty on a flagged target. It pays out to the hunter whose accusation the jury confirms — turning a crowd into paid investigators.

Jury & Bonfire

A staked, anonymous jury rules contested cases. Honest jurors keep their stake; liars and no-shows are slashed — and slashed funds are publicly burned in the Bonfire.

Put plainly: we don't grade the token — we grade the operation behind it. The human, the wallet cluster they control, the crew they quietly fund, the way they buy their own launch to fake demand, and whether the liquidity can vanish in a single transaction. A scammer can mint a fresh token in seconds — they can't mint a fresh history, a fresh money trail, or fresh habits. That is what SHOOTER reads, and it's the part they can't reset.

Crucially, SHOOTER never deals in real-world identities. It works only with pseudonymous on-chain data — wallet addresses and the public transactions that connect them. A "scammer" here means "a wallet cluster a fair process has flagged," never a named person. That distinction is the heart of the design (§07).

04 / How the hunt works, end to end

EVERY launch gets fingerprinted. Repeat offenders graduate to a public rap sheet. Hunters press the case. A jury confirms the kill.

The whole loop is designed to start itself, pay the people who do the work, and reach a fair, public verdict that no single party — including us — controls.

The radar indexes every launch, 24/7.

An always-on service reads new launches off the chain, fingerprints each one, and runs the risk signals. Nobody has to "submit" a scammer.

Serial deployers auto-promote to flagged entities.

When a cluster crosses an objective threshold (e.g. a deployer with three or more launches), it's automatically promoted to a FLAGGED entity — based on on-chain counts only, with no accusation of guilt yet.

Anyone funds the hunt with a bounty.

A user who wants a target investigated posts a $SHOOTER bounty on it. That money is locked in an on-chain vault until the case resolves.

A hunter stakes a bond and files the case.

To formally accuse — for instance, to link a brand-new cluster to a known one — a hunter must stake their own $SHOOTER bond. Skin in the game makes spamming false accusations expensive.

A staked jury votes — by sealed envelope.

Contested cases go to a Kleros-style jury. Jurors stake $SHOOTER and vote, but with commit–reveal: round one submits a sealed, encrypted vote; round two reveals it. Because nobody can see the running tally, nobody can copy the majority at the last second.

The code settles the money — no human holds the keys.

Once the verdict is on-chain, the payout runs automatically from the verdict itself. Guilty → the hunter's bond returns and the bounty pays out. Not guilty (or a tie) → the bond is slashed to the treasury and the accused entity is cleared. Jurors who voted with the honest majority keep their full stake; those who didn't (or never revealed) are slashed.

The verdict becomes public memory.

Confirmed cases sharpen the rap sheet and the cluster graph; a one-tap WANTED poster spreads it; slashed bonds get burned in the Bonfire. The case closes, but the record is permanent.

Notice what's missing from every step: us, holding the money or deciding the verdict. The crowd funds it, the crowd hunts it, a staked jury rules it, and tamper-proof code settles it.

06 / Why it actually solves the problem

Five mechanisms doing
the heavy lifting.

Permanent memory

Flags bind to on-chain wallet clusters — not deletable tokens or socials — so a scammer can't reset their reputation. Their next launch deepens the case instead of escaping it.

Crowd-funded forensics

Bounties pay the investigation at the speed of the scam. The thankless work sleuths do for free becomes a paid sport with thousands of participants.

Skin in the game

You can't accuse for free — you stake a bond and lose it if you're wrong. That one rule replaces an entire moderation team and makes mass false-flagging financially irrational.

Decentralized judgment

"What counts as a scam" isn't decided by us. A staked jury rules, and the economics reward honest verdicts and punish collusion — so the standard is set by the community, on the record.

Pseudonymous due process

It targets behavior, not identity, and presumes innocence until a jury rules — a not-guilty or tied verdict automatically clears the entity and removes it from view, and the accused can speak first: a counter-evidence/appeal step is now built (a beta version), with real-case proving at P5. That keeps the system useful and defensible, which is what lets it survive long enough to matter.

07 / Due process & safety — the constitution

Powerful by design.
Restrained by design.

A public accusation engine is dangerous if it's careless. So SHOOTER has a small set of non-negotiable rules — we call it §9 — written into the contract logic and checked by our test suite, not just the marketing. The programs are still upgradeable for now; in the final phase (P6) §9's jury rules are made permanent, so not even a future community vote can override them.

Several of these are already enforced by the contracts themselves and asserted by our automated tests. The jury is an independent "branch": the whole point of P6 is to make §9 permanent before any community vote exists, so due process can never be voted away.

What it's used for

Where value comes from

Real revenue — data/API licensing, pro subscriptions — buys back and burns $SHOOTER. The token is designed to rise with the business, not by printing coins or paying unsustainable emissions.

The self-audit — the only coin built to pass its own rug check

At launch we point the scanner at ourselves and publish the result. If we wouldn't trust it, neither should you.

⚠ Status: not launched yet — and that's on purpose

Right now $SHOOTER exists only as a test ("devnet") token with no real value, used to exercise the system. The real token does not ship until an independent audit and a crypto-specialized legal review are complete. Reward mechanics that route revenue to holders can implicate securities law, so they are explicitly gated behind that legal review.

09 / Under the hood — and the phases

How it's actually built
and how it lets go.

You don't need to be technical to follow this. SHOOTER is two halves: the off-chain brain that watches the chain, and the on-chain court that holds money and settles verdicts in code that no one can quietly change.

The off-chain brain

An indexer reads launches in real time; a detection engine fingerprints each one and clusters wallets by shared funders and recurring co-buyers; the website presents it (radar, scanner, Most Wanted, console). This half is fast and flexible — it's where the heuristics live.

The on-chain court (three smart contracts)

The parts that touch money live in three tamper-proof Solana programs, so no human can fake a verdict or run off with the funds:

Two choices matter most: sealed-envelope voting (so a last-second voter can't copy the tally and swing a verdict — which becomes theft once a verdict moves real money), and code-only settlement (the payout is driven by the on-chain verdict itself, removing any human "relayer" from the money path). Both are built and covered by an automated test suite — 272 automated tests (on-chain + web app) — and they ship to the live network with the audited release. The whole system goes through an independent external audit before it ever touches real value.

How SHOOTER lets go — the phases (P1 → P6)

A project doesn't become "decentralized" by flipping a switch on day one. Handing the keys to a crowd before the system is audited and legally sound is reckless — and, after the CFTC's case against the "Ooki DAO," it can make token-voters personally liable. So SHOOTER decentralizes in deliberate steps, keys first and governance last:

The token strengthens with usage, not hype, and the crowd doing the work is the crowd that owns the upside.

And the long game: a tool that demonstrably makes the launchpad's market safer is a partner, not a rival. Becoming the trusted "immune system" layer for pump.fun — and others like it — is the real prize.

11 / Where we are today

A tested foundation,
not a finished product.

SHOOTER runs as a public devnet beta — fully usable, but on a test network with a no-value test token. Here's the real state of it.

The radar, scanner, Most Wanted board, cases, and bounties run in the live devnet beta, with real on-chain reads on the radar and scanner.

Built & tested

Sealed-envelope voting, code-only settlement, the §9 safety rules, the accused's counter-evidence/appeal flow, and the decentralization machinery (P1) — code-complete and covered by 272 automated tests; they deploy with the audited release.

Deliberately not done

The independent audit, the legal review, and the real token. These are the dangerous parts, and we refuse to rush them.

The honest summary: the hard engineering for a fair, self-running, eventually-community-owned scam court is done and tested. What stands between here and a real launch is exactly what should stand there — an outside audit and a lawyer.

SHOOTER surfaces alleged patterns from on-chain, pseudonymous evidence only — wallet clusters, never real-world identities. A flag is algorithmic suspicion, not a verdict. Nothing is "confirmed" until an on-chain jury rules; an exonerated entity is removed from view; the accused can submit counter-evidence to contest a flag (built; proven with real cases at P5); and engagement (likes, shares, bounties) never changes an entity's status — only evidence and a jury do (§9).

This document is an explanatory overview, not financial or legal advice. Risk scores are heuristics, not guarantees — always do your own research. $SHOOTER is presented as a utility token; reward mechanics that route revenue to holders may implicate securities law and are gated behind a crypto-specialized legal review before any mainnet launch.
